I wonder if Duke could secede from Durham County and the City of Durham and petition for merger with Orange County as the Municipality of Duke University? They certainly have a land connection to Orange County, as most of Duke Forest is in Orange. Duke is the cash cow of Durham, and Durham certainly does not appreciate it.

For some reason this reminds me of an experience I had when I was a first year law student at Duke. We had a mandatory volunteer day ("Dedicated to Durham"), which gave Duke Law Students a rare reason to go to Downtown Durham. We went to the Salvation Army Mission inside the Downtown Loop (a wonderful road project from the late 1960's that cut Downtown off completely from the rest of Durham). We helped cleaning up the place (a project not unlike bailing out a boat with a giant hole in the bottom of the hull) and moving around some donated goods and furniture. We finished early, and had an hour or so to kill, so we decided to clean up the yard of the mission. We filled several trash bags, but what really depressed me was the double handful (and my hands are rather large) of tiny ziplock bags I found scattered about a 200 square foot area of lawn by the main road. I suspected what they were, but a staff member confirmed that they were the bags rocks of crack cocaine were sold in (where I work now, they sell it without bags - I guess we are just hicks). It became clear to me that the Salvation Army at that mission was enabling drug addiction. I know the Salvation Army is motivated by compassion, but I could not help but see that at that spot in Durham, they were m part of the problem rather than a solution.

That is the way with so many programs that go into poor neighborhoods with the good-hearted intent to help. Our welfare state has traditionally been the same thing writ large. They go in there and - in the name of compassion - end up alleviating the bad results of poor decisions and thereby making poor decisions more common. That is the story of Durham. It does not surprise me a bit that the Black Panthers should show up to provide the comic relief for the whole mess.
