Is there anything in the document such as reference to specific sites that could be used to differentiate this from a document that might have been associated with the bombing campaign in 91? If there is some way to put it in the time frame of the most recent 2003 bombing this would be the smoking gun.

I hope it is a powerful document. If it was written after the 1991 Gulf war then yes this document will have a lot of significance.
