"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

Wow, I didn't know that.
What's funny is, I can't count the number of friends in Iraq that took photos telling Hill and the rest they didn't want more armor and look at the gear they travel with, as well as get rid of this gun or that because this particular one does the job. I have a feeling Rummy got those generals together yesterday so that that could speak freely if they felt they couldn't before... or to dress down those who didn't tell him what they needed.
W's approach to the press is not dissimilar to Tony's style. Be pleasant, be cordial, and then stiff-arm 'em when you need to.
The press would LOVE for Bush to go hostile. The fact that he plays them... it's like they say indifference is worse than hatred.
