"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

Why, because if the abdication by the Republican Party of its (apparently former) role as defender of American values and laws continues, the Democrats will take over in November, and the really much more important issue, the war against Islamofascism, will be lost.
