Neighbor arrested for murder; investigators temporarily rule out chatroom abductor

PURCELL -- Just steps from her father's apartment on N. 8th St, investigators said they identified and apprehended Friday afternoon a 26-year-old man they believe is responsible for the kidnapping and subsequent murder of 10-year-old Jamie Rose Bolin.

Bolin was reported missing after she failed to return home Wednesday afternoon from a trip to the library.

A downstairs neighbor, Kevin Ray Underwood, is being held without bond in the McClain County Jail today and will be charged with one count of first degree murder Monday, said District Attorney Tim Kuykendall at a press conference late Friday night.

"In my 24 years as a prosecutor, I have never, ever been involved in a case that was quite as atrocious, heinous and as cruel as to what happened to this little girl," Kuykendall said. "We intend to seek the death penalty on this."

As of press time, officials were securing search warrants for Underwood's car and apartment, both sites which may yield even more charges, Kuykendall said.

Earlier in the investigation, it was believed Bolin was abducted by a possible Internet contact who drove a dark blue Tahoe. Friday night, Kuykendall said "as it turns out, the information is probably going to be unrelated (to Bolin's murder)."

Police apprehended Underwood at his apartment around 4 p.m. Friday after he began acting suspiciously at a police roadblock earlier that day.

The neighbor, said Bolin's aunt Linda Chiles, "pretty much kept to himself" and was relatively unknown to Bolin or her father, Curtis.

As of press time, Kim Carter of the Oklahoma State Bureau of Investigation, said he was unable to determine how long Bolin was kept alive at the apartment before she was killed, nor were officials able to release any details related to the ongoing investigation.

"This is not like TV, it will not be wrapped up in a 60-second present," he said.

Jamie's uncle, Mark Chiles, still reeling from the news that his 10-year-old niece was kidnapped, likely held against her will and killed, said he warned parents everywhere to "hold onto their kids tight."

"This happened less than 10 feet of where (her father lived)," he said. "People need to know who their neighbors are."

Family members intend to set up an emergency fund at Bank of Oklahoma, Linda Chiles said. For more information, inquire at the Purcell Police Department, 527-4600.

Got to admit, I'm totally ignorant of most modern musicians, but there is a singer named "Morrissey" (hopefully, others here know who this is) who did an album and song called "Meat is Murder." I am not familiar with any of this.

Heh, I'm watching CSI: Weekends right now and they have found a person in a meat grinder at a packing plant. CSI Willows (Marg Helgenberger) just said to CSI Grissom (the boss) that the bloody scene reminded her of Morrissey's album "Meat is Murder."

I had been sitting here trying to remember the name of the book (maybe it was an album?) on Underwood's Amazon wish list that I had seen this afternoon, with a subtitle about u-know-what-ism. That was it! CSI just told me.

My guess is that if he "inappropriately touched" this girl you'd be calling for his execution. Figuring that he has nothing to lose, he probably killed her to keep her from testifying. ____________

Did you read the article? He had bbq skewers - meat tenderizer - there was a detailed plan to rape her (not inappropriately touch her that's something you recover from) - kill her - rape her corpse, cut her head from her body - and eat her - he didn't kill her for anything other than his base desires.

I usually watch CSI as well. I will ask my kids about Morrissey but would bet that isn't their type of music. Doubt if he is Country or Pop.

This is so hard to believe that it happened in Purcell which isn't that far away and I was just at their library for the Ron Davis for Senate function.

I'm 36 - Morrissey was the lead singer of the Smith's - they were very 'cool' when I was in high school...I don't know who he's currently popular with - but probably not current high schoolers.

What rumors could be worse than what actually happened, I don't know--but apparently this guy was a Jeffrey Dahmer wanna-be, and had tried to behead her, cut off her limbs, and drained her blood to drink later. There were more details, all of them beyond awful. I won't sleep well tonight, that's certain.

Unreal, and I heard the phrase "meat tenderizer" too. This may be the sickest person ever.

Sheesh, I detest Amazon's omnipresent "know-it-all"ism, lol. Now they'll have me on a list and send me updates on Morrissey until the 12th of Never. They've already started all these little lists for me, just because I searched to find that album!

No, not Melissa. Another one. Go here and scroll down to the side-by-side photos. The girl on the right is the one who worked with him for a few years at Carl's. Somewhere in his blog today, i read how he was rejected by her. Smart gal. ;- )

I've heard the same thing, but no reason was given. Indeed, her family does seem troubled, and she did seem to be on her own an awful (and I do mean awful in this case) lot.

Another question I've had since the bit about the internet predator came out is, how did this 10 year old little girl know enough about sex to chat with someone in "explicit" terms? I wonder if she had been abused before?

This whole case is disturbing on so many levels--certainly made worse by thoughts that her entire life might have been a nightmare of varying degrees.

Perhaps as far as you're concerned. I disagree about the "well, if there were no serious punishment, maybe they wouldn't kill the victims" argument. In point of fact, every rape victim, child or adult, suffers tremendously.

To insinuate that the perp isn't worthy of the death penalty because the victim is still alive--and to allow him to walk free after a few weeks, months or even years to rape again--is just pure folly. Multiple offenders have proven that they won't change their ways. Death or life without parole are the only answers for multiple offenders.

You can think you're prepared, but really, nothing prepares you for news like this, not in this small town (not far from my own small town). I just can't imagine the shock and grief this wee one's family is experiencing--it's not enough to lose the little girl, but this way??? The community, though, seems to be rallying around the family, and I hope that continues.

The interview I saw was even worse. The manager of the apartment complex said that for most of the time he lived there, there was nothing unusual about him. But within the last week or so, he'd noticed him standing in front of the apartment watching people, including children, and that this seemed odd to him. So he was sizing up victims for the week or so leading up to the murder. Just chilling.

That's a total misrepresentation of what I said. Serious punishment for sex crimes is not only permissable, but it's mandatory. Nothing I said detracts from that simple truth.

Rather, I said that the when a sex crimes carries the ULTIMATE punishment, there is no reason for the actor to not go ahead and commit the ultimate crime. Quite the contrary, the actor would have instead have a genuine incentive to kill his victim because dead witnesses never come forward on their own.

Serious punishment does not equal the ultimate punishment. There can be only one crime that merits the ultimate punishment, and that's the taking of human life. When any other crime, save possibly treason, can command the ultimte penalty, then life itself is cheapened.

We'll just have to agree to disagree, then. I do not believe the death penalty being on the table will encourage perps to kill, nor do I think it will stop them from killing. However, once it's been enforced, we know for sure they won't hurt, or kill, again.
