Yup! It;s the Mothership pulling away from the comet. It saved fuel by hitchin' itself to the comet for a free ride. Musta known about Earth's gas prices!

It might be mining, or it might be an Echeclusian splinter group leaving the Party.
Would it be a suprise to find somebody [a non-signatory to the 1967 UN Outer Space Treaty] mining in the Solar System? Some people expect that. Most haven't thought about it.

The astronomers start out with an error... the "icy snowball" theory of comets has been disproved by the Deep Impact experiment. The break-up of this asteroid/comet is actually MORE proof that the cometary theory is deeply flawed... and in fact, is downright wrong.
