The European Union's 25 foreign ministers decided on Monday to freeze aid to the Hamas Palestinian government and to suspend political contact with its members. However, the Spanish administration did not agree. A Spanish diplomatic representative said, "Humanitarian aid is not political, it involves people," and added, contrary to the EU agreement, "It is necessary to maintain contact with Hamas."
Alberto Navarro, secretary of state for relations with the EU, said that Spain had defended the need for the EU to maintain its humanitarian and development aid, despite the freeze on direct EU financing for the Hamas government. He said that Monday's debate "had not been easy," as "a hungry child is a hungry child, and a child knows nothing about politics or Hamas, Hutus or Tutsis."
Navarro also spoke of the need to give a certain "period of trust" to the new Palestinian authorities. "The Spanish position is to respond with practical and concrete measures to each one of the practical and concrete measures that the new Palestinian government takes," he said.
According to Navarro, "Without renouncing our principles, it is obvious that at the technical level, consular offices and experts who are on the ground managing cooperation, it is necessary to have contacts with Hamas." Hamas is on both the EU's and the US's lists of terrorist groups.

Hamas willing promotes their children strapping bombs to themsevles and killing other people. Not only do they promote it, they have fostered an entire culture through out the middle east that sending your children to kill is a religious duty and to be romanticized.
