Qubad Talabani, son of Iraqi president Jalal Talabani, believes the power of a centralized government in Baghdad should be "lessened," and that more autonomy should be given to the 18 provinces that comprise Iraq. It’s a relatively new concept, the younger Talabani told an audience at the University of South Carolina, last week. It is an idea that will put his country on a governing fast-forward, and one in which Iraq’s neighbors are watching with particular interest, perhaps even concern.

Whatever he's drinking - can we get a few barrels put into the Washington water supply?

I like it!

Perhps they'll pick up the best from our system and discard the worst (like stupid seatbelt, anti-smoking and other socialistic legislature along those lines...)

Federalism, of course. The Sunnis fear it for it will mean an end to their prospects of ever dominating Iraq again. Iraq's new Constitution allows the Shiites as well the Kurds to set up their own autonomous regional government. Both of which, coincidentally, will sit on all of Iraq's known oil reserves. And guess who gets left out of the arrangement.

Do you suppose they'll adopt an 18-star version of the "Stars & Bars" as their national flag?

"The Iraqi people have an inherent fear of a centralization of power, and a general mistrust of those outside their own communities."

A concept that will serve those people well...
