The Senate is expected this week to pass a guest-worker program along with border enforcement provisions. The combination of these two issues into one bill is guaranteed to maximize political damage to Republicans. The bills basic structure will likely maintain the McCain-Kennedy amnesty provisions, with some small modifications. It is less clear what border enforcement provisions it will ultimately contain. Least clear of all is its future in a House-Senate conference, where it could even die. The House-passed version includes no amnesty or guest-worker provision.
Because President Bush has insisted on a comprehensive bill that includes both provisions, Republicans will lose this debate no matter what happens. If they fail to pass a bill because of disagreements over the amnesty provision, it will be extremely embarrassing. If they pass a bill that is too lax, they will anger a significant portion of their base. It is highly unlikely that they will pass an enforcement-only bill and take up a separate amnesty bill.
McKinney Trumps National Security Plan
A Democratic National Security Strategy was unveiled last week, but the consensus is that the cliché-filled document fell flat. Devoid of creative thinking, it proposes to do almost exactly what the current administration is doing, with a few shots at Bush for manipulating intelligence to start the Iraq War.
Not only did it fall flat as a news story, but it was easily superseded as the major story of the day because of one Democratic members creation of a major distraction. Democrats are not happy that by assaulting a Capitol Police officer, Rep. Cynthia McKinney (D-Ga.) took the news spotlight. With her action and then her refusal to simply apologize and move on, McKinney at least threw the Democrats off-message. Even if the story itself is known and understood only by political junkies and insiders, it prevented constructive news coverage they could have used.
Republican Rep. Patrick McHenry (N.C.) is trying to extend the storys shelf-life with a resolution commending the Capitol Police.
Senator Reid has just vowed to block any immigration bill because the minimum wage issue was not voted on.
If he prevents a vote on the bill, he might just save the Republican party from itself.
Shelf Life? She hasn't even been arrested yet. Novak wants this story to go away.

As a matter of fact, the Democrats, led by Reid, have blocked any votes whatsoever on amendments to this bill. What a whining hypocrite he is.
Don't let anything stop you from exercising your franchise. I live in Maryland, believe me I understand, but I've never missed a vote. The enemy would love that.
Self inflicted, this will not go away and will hurt the stupid party.
I hope the Senate version does die and maybe the "governing class" might just realize that what Americans want is the House version. No amnesty, strict border enforcement, stiff penalties for those who knowingly hire illegals and, sure enough, these people wil find their way back home. Let them demonstrate in the streets of Mexico for reform of that corrupt system.
This could play perfect in the Republican's hand, get a bill, any bill, on the floor at it's bare minimum and let the Rats block it. Amendments can always be added later, just concentrate on border security and enforcement.
The trouble is, Frist allowed the Specter/Kennedy/McCain version, with the amnesty and guest workers and instate tuition for illegal aliens and all the rest, come to floor. That's what they're debating, at the same time as the Frist border control version. Yes, as hideous as it sounds, they're both on the floor at the same time. Check out C-Span.
I'm sure they go to bed dreaming of la raza reconquistas screaming at them and protesting them at every campaign stop. I think the larger protests sent this message. The govt. needs to deal with these insurgents.
The immigration issue could split blacks and unions away from the MSM-Dem Party, but instead the GOP forms a circular firing squad.
I'm watching it now and the only thing that I'm hearing is some Rats pulling the predictable stall tactic. They could easily pass the security part and enforcement and then deal with the 11 million next week. I had a leak in my hot water heater so I had to shut the water off but because Home Depot needed to order the one I wanted, I had to go 3 days without hot water but I certainly couldn't turn the old one back on.
