Even the Clinton administration and the press initially suspected a Middle Eastern connection.
The smoke had not cleared before they were on TV furiously backpedalling and apologising to Arab-Americans everywhere.
I particularly found that to be odd, considering that no arrests had been made, no evidence examined, and in fact, rescue and recovery operations were far from complete.
How could they "know" that Arabs were not involved?

They didn't want Arabs involved. They wanted Rush Limbaugh's audience to be implecated. Keeping the White House in 1996 was more important than the truth because Clinton might have had to do something about it. Clinton was all talk. case in point; The Iraqi Liberation Act of 1998.

I haven't read his book but I've heard that Richard Clarke thought that there was a lot more that should have been looked into in OKC.

For Clinton's political future, it had to be domestic terror. He used it to divide us.
