Leahy: Mr. Dean - you see censure as a way to reaffirm the separation of powers and the rule of law for the future and whether the president has to abide by the law and come to us. If the president doesn't agree with the law, he can't just break the law. He has to come to Congress and change the law.
Dean: There's a healthy debate whether he complied and the president shouldn't want to be in that position. He has decided to use this as another vehicle to test his power.
