One meaning of that phrase is that people should not rebel against their government. If that government is at all reasonable, and I think it's clear the Roman Empire wasn't always, Jesus was saying that people should still respect it where they could.

The difference between what Bush proposed and Hillary proposed is significant. Whereas Bush's proposal was to legitimize the presence of illegals already present in the United States, but restrict their ability to upgrade their status to seek citizenship, Hillary's proposal is to bypass "Go" and go straight to citizenship.
Yes, there are problems with what Bush proposed, but those problems are a matter of cost. It would cost an immense amount to round up illegals, detain them, and then deport them to their countries of origin. The attempt would create a huge underground railroad of illegals avoiding Immigration agents, paying exorbitant fees to professionals who will hide them, feeding organized crime and possibly creating a market for Islamic extremist ideology among the illegals.
The best method of dealing with the illegals is to give them work visas without the possibility of naturalization unless they return to their country of origin and apply for a visa through normal channels. Of course, this only works if the borders are closed and a time limit is imposed after which illegals found in country will be deported. The solution to illegal immigration has to be comprehensive, with an eye on the consequences of every step. Hillary's solution is nothing more than an attempt to create a voter base of non-english speaking, poor, welfare cases.
