[California and New York are listed as Right-To-Carry, but aren't really - you pretty much can't get a permit there unless you're rich, famous, well connected, or a politician.]
I can't speak for NY but I was humbly corrected on FR by a citizen of N. California when I stated something similiar here. I was a 3 year resident in the San Fran Bay area of California. A permit was nearly impossible to get in the San Fran part. The fellow Freeper aggressively called me out as being wrong and noted that the issue is regional in California.
Where's my gun? Finally, I get to use my gun. The wicked witch has been defeated. Kansas is free.
Now all we need is a new governor.
I'm aware of that - my question is "why is the issue regional at all?"
There should be a state Shall-Issue system with state sovereignty - no little podunk townships (or liberal nests) defying the will of the people and denying them their rights.
California is a "may issue" state. The chief law enforcement officer in each county makes the decision. A few of them are pro 2nd amendment and operate with a policy identical to shall issue states. Most are very tight fisted. Politicians and judges get them. The famous and well connected get them. Everyone else has to show up with a pile of documentation to justify issuing the permit.
