I don't think that anyone disputes the fact that Saddam had and used chemical weapons in the 80s. The dispute is whether he was manufacturing or had control of any weapons after the UN moved in to monitor and dismantle sites after Gulf War I.

It wasn't then...and it wasn't in 2000, but at least around here (geographically), it is common for leftists I talk to to be unaware that Sadaam *ever* provably had chemical weapons aside from maybe some prototypes. They've bought the line "there never were any WMDs".
They are also unaware that the U.N. inspectors actually put their hands on WMDs, took samples of the contents, tagged and inventoried large quantities.
Most people really into it will remember, but ignore it. Many casual followers have had their memory over-written by the mantra.

These documents have come out way way too late to change public opinion and conventional wisdom. Nothing less than finding a polaroid of Saddam and Osama high-fiving in front of an A Bomb will do anything to change what MSM wants to say. They will just say Saddam was lying or bluffing his intentions.

I can't get one of the web pages open ( 70.169.163.24 ) and when I try to open the docs on the other page http://fmso.leavenworth.army.mil/products-docex.htm#iraq, in English or Arabic, it either can't find the doc, or else gives me a message that the link is broken.
I wonder if they're updating. I hope they aren't pulling them down (just a little government paranoia)
