Q - Rumsfeld resign?
President - NO, he should not resign, he has transformed our military. Enemy changes tactics and we have to change our tactics.
At first we were dealing with outside threats to Iraq, but it became clear we now have inside threats in Iraq.
Had to change reconstruction tactics. Better strategy was to spend money at the local level.
