Self-described victims always blame others for their own failings.
They are, unfortunately, reaping what they have sown.
The welfare state only encourages this failure of culture, whatever the racial background, ie. look at France and England.
Can't blame the low-life black underclass for everything. Most of the destructive philosophies and policies under which the inner city public schools are run, were devised by white liberals in elite graduate schools.
I had a college friend who I kept in touch with for a few eyars after college, during which time she first worked for a leftist education think tank, and subsequently went to Stanford for a PhD in Education. Last time I saw her was when she was visiting NYC to do "field work" for her dissertation, about a new teaching training program devised by Stanford ivory-brains and being implemented in NYC schools. The lefto-babble coming out of her mouth was mind-boggling. My favorite was "Our philosophy is that there are no bad teachers. All teachers have strengths, and our program is designed to develop those strengths." Translation, a teacher who is functionally illiterate is not a bad teacher; hey, the kids really like her, so they do what she tells them; the program will develop that strength of hers, of being likeable to illiterate kids, while doing nothing about the fact that she's illiterate.
When you're growing up in a gang and drug and illiteracy infested neighborhood, where your parents are part of the problem, the best you can do is look up to the decently dressed, non-cussing people who work at your school who obviously have jobs, and try to follow their advice. Unfortunately, their advice leads to unemployability. Even kids who really tried to do what they were told by these people was the right thing, get royally pissed off at the world when they discover their efforts were all for nothing.
Thomas Sowell has done such studies as you have suggested. The results clearly show how liberalism/welfare has destroyed the black family.
Those two groups, particularly asians, have strong family bonds. In the asian community the entire family is usually involved in the family business.
And it is going to take a long time to fix.
But I believe it can be fixed.
This can't be used as a cop out or excuse for the black community, the other racial and ethnic groups that make up modern America, have no statistic that shows such high crime and drop out in education as the black demographic. This is enforcing my point not in fact....

The Black etablishment has squandered the money it was given and corruptly spent it. The Black leadership in America is no different from the Black leadership in Africa.
They could care less about their constituenmts.

Not so...lack of border security is very much linked to entry level jobs in the blue collar sector. To think otherwise is simply foolish.

You are so right. We grew up on the brink of poverty... but my parents worked hard and were honest. My brothers and I are professionals.... having worked our way through college. (I'm still going to college even now)
It never occurred to any of us to take advantage of welfare or charity. We were taught that if you don't have something you want.....it's because you haven't worked hard enough to get it. Very simple concept that transcends all barriers of race and culture.

No cop out or excuse. It's simply the way it is. Prior to the 60s, the black family was quite strong and functional. With the advent of welfare, liberal control of govt, the Great New Society and race hustlers like Jesse Jackson, Al Sharpton, et al, the black family bit the dust. Screwed up family life equals screwed up people.
Exactly so. You had a solid nuclear family that taught you the value of hard work. Had your parents leaped onto the welfare bandwagon, the odds of you accomplishing what you have would have been greatly diminished. If you had no father, the odds of your mother going on the public dole would have increased a great deal.

Why is this a topic of discussion?
A teacher friend of mine supports what you describe.
So I ask, just where are the alleged "black leaders" who have the trust of young blacks, and could support academic achievement and personal responsibility?
Has our, ahem, "first black president" done any teensy little thing to promote the acceptance of academic excellence or achievement among blacks?
Or, is it just possible that the Dems and alleged black leaders want to keep black kids on Hillary's "plantation"?
