"Woof" is used in broadcasting to say "stop," "that's enough" or to mark a specific point in time -- which is what is done in this case. "Tony's show starts in 3 minutes: WOOF!" Means in 3 minutes from-- NOW!

There is video of the people in NO outside of the Morial Center, all of them yelling "Help, Help, Help." Not one of them was bothering to do anything for themselves, not even picking up their own trash or organizing people to do so. It was supposed to evoke sympathy, but it had the opposite affect.
