EDITOR'S NOTE: The fall of Baghdad in April 2003 opened one of the most secretive and brutal governments in history to outside scrutiny. For the first time since the end of World War II, American analysts did not have to guess what had happened on the other side of a conflict but could actually read the defeated enemy's documents and interrogate its leading figures. To make the most of this unique opportunity, the U.S. Joint Forces Command (USJFCOM) commissioned a comprehensive study of the inner workings and behavior of Saddam Hussein's regime based on previously inaccessible primary sources. Drawing on interviews with dozens of captured senior Iraqi military and political leaders and hundreds of thousands of official Iraqi documents (hundreds of them fully translated), this two-year project has changed our understanding of the war from the ground up. The study was partially declassified in late February; its key findings are presented here.
THROUGHOUT THE YEARS of relative external peace for Iraq after Operation Desert Storm, in 1991, Saddam Hussein continued to receive and give credence to optimistic assessments of his regime's prospects dished up by his top military officers. Deputy Prime Minister Tariq Aziz described the dictator as having been "very confident" that the United States would not dare to attack Iraq, and that if it did, it would be defeated. Former Iraqi General Georges Sada, who was a military adviser to Saddam Hussein appeared on The Mike Rosen Show (850 AM KOA) Tuesday March 14th, 2006. He is described as an expert airforce pilot who played a large part in saving coalition pilots' lives in Gulf War I. Sada explains what happened to the WMDs prior to the US led invasion of Iraq in 2003, stopping Saddams planned all-out chemical weapons attack on Israel, saving the downed coalition pilots of Gulf War 1 from execution among other interesting topics.

Short of a full scale invasion and occupation, there was no way to be 100 % sure there were no stock piles of operational WMD or that Saddam had complied with UN sanctions, because of the FUBARed state of Iraqi Command and Control.
This is an article to print and curl up and read. Very interesting, worth it.

Has anyone any information on "Blessed July"? Operations underway?
- Did Iraq have WMD? No -- but Saddam wanted others, particular in the region, to think he did, so he maintained a calculated ambiguity on the question. In the last months before the war he realized that it was too dangerous to continue playing this double game and finally decided to cooperate fully with international inspectors. But at that point his track record of repeatedly lying meant that no one believed him....
- What made Saddam so complacent? His belief that the United States did not have the will to take casualties in a serious war and that if necessary France and Russia would keep him safe....
- Did Saddam plan the current insurgency? No. He thought the United States would never attack, and was confident that even if it did, the resulting war would follow essentially the same script as the first Gulf War in 1991, without a full-scale invasion all the way to Baghdad. He did preposition a lot of military materiel around the country before the war started, but only to disperse it and keep it safe, so that it would be available either in the later stages of a long and drawn-out campaign against the coalition, or to reestablish control at home afterwards (as he did in 1991, when the Kurds and Shia revolted)....
- How did Saddam think the war was going? Swimmingly. Because everyone knew that Saddam severely punished anybody who told him unpleasant truths, the entire regime was built on lies. During wartime, this meant that junior officers told senior officers that everything was going well, they reported it up the chain of command, and Saddam himself remained a prisoner of his delusions....

In the Foreign Affairs article it states the following: "Preparations for "Blessed July," a regime-directed wave of "martyrdom" operations against targets in the West, were well under way at the time of the coalition invasion."

Not true, he did have them. There are many documents and witnesses that support the fact that the Russians helped Saddam move the weapons. Some WMD were moved to Russia, others in Lebanon's Bekaa Valley moved there by Syria.
Another thread you might be interested in is this one with a translation by Free Republic member jveritas of a document dated February 28, 2003. One of their diabolical terror plans involved suicidal camel bombings.
