It's got to be a really stupid Mardi Gras costume. I see he's got MG beads around his neck. How can such a beautiful city have such an awful Mayor? Every young man needs a father figure - it appears Nagin has adopted General Honore as his. ;)

I blew it up last night to take a look but it was very late. From all the bright and cheery colors I thought that some were Air Force.
Second row center looks like Army Good Conduct? Fourth down on the right looks like another service Good Conduct.
Bottom right is National Defence.
Second row up center looks like Army Service.
He is definatly a PX Warrior. He probly got 'em from Kerry.

I at least see a Rifle Marksmanship (Navy/MC), and I believe an Antarctic service ribbon (top left), National Defense, an Air Medal, looks like a Defense Meritorius Achievment, Army Commendation (?), and that's it for me.
