PHOENIX Ignoring complaints by prosecutors, state senators voted Monday to make it more difficult to convict people who say they killed someone else in self-defense.
Separate measures specifying that when someone claims self-defense, prosecutors must prove beyond a reasonable doubt it's not true, were given preliminary approval.
The two proposals are similar. But one would make the change through legislation. The other would ask voters to adopt the language in November. The law already permits people to use deadly physical force ....
