Actually every law is a refinement, or expansion of the basic laws of our government. The only STATIC rules of governance are the Constitution. The legislature, on a federal level CAN pass roe V. Wade, if they define it EXACTLY as it is defined now, and it will ALWAYS pass the tests of judicial prudence.
The commerce clause has been so horribly twisted, that until the court has overturned EVERY violation the federal government can legislate damn near anything.
Of course, there are rules I'm not aware of, but as I understand it, law is law, and as long as ONE law is allowed to stand in violation, all laws must be accepted, with exceptions, or automatic reviews.
CHRIST I'm all twisted, Lawyers SUCK!! and if you wanna talk a quagmire, I point to our whole legal system long before I point to any war, we WILL win a war, but the lawyers can produce more sand than we can grease.
Bush should not replace Cheney, imo.

The last time I checked those of us with an RC behind our name had no stranglehold on common sense.
Noonan is usually a pretty sensible woman,...she's either flaking out or is looking for some time on the talking head shows on Sunday.
No doubt she'll return to old form.
Hopefully the Veep's hunting buddy will improve by then. No doubt the folks on the left are praying novenas to counter his swift recovery.
It's beyond despicable! But at least I am now vindicated, for having called her a hack and garbage, when she began this downhill slide, FIVE years ago.

Peggy Noonan raising this issue is huge. She is known as a "loyal" Bushie, loyal to the Bush clan that is.

I think she is onto something. The obvious choice would be Guilliani. A sitting VP is going to be able to knock out Hillary easily as will the other pretenders. The alternative is to wait for a bruising primary and a possible loss in 2008, if things aren't going peachy keen. This hunting accident may have been a blessing in disguise. Use it well.

Peggy is way off base here. If some Republicans in the White House have mounted a whispering campaign to ditch the Vice President, it is they, not he, who should resign. This kind of internecine warfare is poisonous, and if they succeed in taking down Cheney, the whole administration will go with him.
I'd like to think that our President is too loyal to his right hand man, the Vice President, to tolerate this kind of talk.
It is a very bad idea to replace Cheney with some "popular" man in 2007, so that the "popular" man could run in 2008. First of all, one year is not enough time to launch a successful Presidential campaign. Secondly, Republicans and Independents do not like the idea of an "anointed" candidate. The people would like to choose the candidate, and only after he has gone through the rough and tuble of a primary.

I could actually see Cheney leaving, but only through his own decision and not as described in this article.
IMHO the Supreme Court is the only battle I'm interested in, and of all of the things George W. Bush has done domestically, his Nominations of Roberts and Alito will be his legacy, despite the Spenders in Congress who have loaded every important piece of legislation with so much Pork, that I'm surprised that it didn't squeal when GWB signed into law
It isn't EVER going to happen, unless Cheney becomes seriously ill.
