Oh Putin is making perfect sense. Keep US busy fighting these killer terrorists spending our treasury and military. Also while the funding of the killers is afoot make 'oil' treaties with the world's dictators raising the price of a gallon of gas.
I liken it to playing the Reagan strategy against US.

Actually, he's easy to get. His domestic terrorism is fake. Putin is the main supporter of terrorism in the world; the Soviet Union practically created modern terrorism in the 20th century.
The Russians still mainly run it.
That's why they provide Iran with nuclear power plants and intercontinental ballistic missiles.
