John Warner is one of my states senators. The only way he was elected in the first place (1978) was because of Liz Taylor. He has been a RINO the for many, many yrs, now.
The departments of Education, Commerce, Interior and Energy — will see their budgets, on average, frozen or cut slightly below today's already austere levels.

"Frozen" means only increasing at the rate of inflation
"cut slightly below" means increasing at less than the rate of increase of previous years.
No budget is EVER less in dollars than in a previous year.

That's the whole problem with our approach in the GWOT. The police, security agencies, and the populace are filled with supporters of the radicals.
We need to recognize and cause these societies pain which will cause them to turn on the radicals. Right now, our strategy is not working.
One small example: Jill Carroll. Surely someone knows where she is yet our friendly Iraqis are not telling.
