Not that I'm particularly in favor of shooting military personnel home on leave, but how's the FBI get jurisdiction here?

It certainly sounds like a deliberate attempt at murder by the deputy.
The witness turned the videotape over to the sherriff's office. I hope they don't "lose" it.

From what I saw the cop tried to murder the man. The cop should be prosecuted. I am relatively sure that if the cop knew he was being filmed he would have acted differently.
