Does D.C. have a noise ordinance? I mean, the speech IS at 9pm, local time.

They won't get near the Capitol. The captiol police park all the city buses sideways on all the streets leading to the bulding, essentially using them as barricades to any motor and foot traffic. No one gets too close to the building during the speech without permission.
