There's a difference between voting no on the nomination and no on cloture. Lieberman is voting no for nomination but will not support a filibuster (and thus is voting yes for cloture).
Clear as mud, eh?

Byrd is different; he has said before and voted before that the President has a right to his nominees unless they are clearly unqualified. He has voted for other nominees that were filibustered and voted no on by many of the Dems. So, no, Byrd was not surprising on THAT ONE ISSUE. Otherwise he is horrible.
