Ok, I see what you are saying. I have no problem with your solution, to be honest, I would infact prefer it. All I am saying is, if we are going to get stuck with a guestworker program, I'd rather it allowed us some means of solving the problem of the 20 million illegals already here. I just don't want to see McKennedy pass.

Before we chew too hard on Greyhound, try the INS "catch and release" program for Other Than Mexican (OTM) illegals. Central American illegals who made it to Del Rio would TRY to get caught. Since INS had no cells and wouldn't rent same from state or local, they literally loaded them up by the van full and drove them to San Angelo and other interior cities where they were released with PR bond with a promise to appear in federal court on so and so date. You will be shocked, shocked, I say, to hear 90% never found the courtroom. Here in San Angelo, they were cut loose about 2:00 AM at the TNM&O bus station! Local reporter documented 120 in two weeks, all from El Salvador, home of the MS13 gang. I have a mental picture of Pedro telling Juan, "Is this a great country or what!" These are our enforcement people playing taxi driver.
As to deporting 19 million, ponder the pure mechanics. Not to compare ovens to deportation, but it took the Nazis several years of typical German efficiency, totally unconstrained by considerations of anyone's rights to "remove" 6 million in a much more compact area.
We need to change the incentives into disincentives. One addition to eliminating birthplace citizenship and amnesty, add; we catch you once, you will NEVER, for any reason, be legally allowed back in. Amazingly, we don't even do that now.
If we can't even pass a Constitutional Amendment on marriage as one man and one woman, how the heck are you going to do so to eliminate birthplace citizenship?!

A simple act of Congress, signed by the President, will do just fine.
