Before Bill Clinton left office, he authorized 2001 an 84% increase in the government's investment in nanotechnology research and development, National Nanotechnology Initiative (NNI) and made it a top priority.
What has not been publicly realized is the meaning of this initiative and the various components that are encompassed.
This governmental increase has been combined with non-governemental organizations and grant programs. These NGOs have been creating partnerships with existing governmental agencies and masking initiatives as Federal and State grant reward programs. They are not.

...the School Nutrition Policy is an effort of another initiative called Healthy People 2010. The Model School Nutrition Program is the first implementations of the Healthy People 2010 Project.
The USDA, State and Local levels are presenting this as a FEDERAL program.

The CDC says it is a Non Governmental Organization.
The Goal of the Healthy People 2010 Project is to have all our health and food safety needs tracked in a National Database by 2010. The school children's lunches are the first steps.
The USDA is also working on strong arming the animal producers into having all of their animals tracked in a national database too for food safety issues.
NATIONAL ANIMAL ID SYSTEM
The National Animal Identification System is being put into place to enable 48 hour traceback of the movements of any diseased or exposed animal.
The NAIS consists of three components:
# Premises registration
# Animal identification
# Animal tracking
Those putting this into place do not consider you the owner of your animals. Their approach to this is We must ensure the participation requirements of the NAIS not only provide the results necessary to maintain the health of the national herd

I am so grateful that my mom and brothers and Christian friends taught me how to survive on my own. I suspect that soon I may have to drop out of society to avoid the NaNI monitoring.

They found out recently that the text had been mis-translated and the actual number was 616 or 619, I forget which. Don't tell anyone though.
An implanted chip... like anything else, I expect a whole cartload of unexpected consequences. Tamperproof? Nothing is "tamperproof." No doubt people will be able to disable the thing easily (if nothing else, with a sharp razor and tweezers). Fruad should be easy to implement, at least at first, until scanning devices get more complex. Any health risks having a foreign object under the skin for a long time? A transmitter the size of grain of rice isn't much - a 100 billion of those rice grains wandering around the environment, though, could be an interesting waste product concern. Not to mention what happens during a blackout. Or walking by a large magnet.
