Military Culture Must Change to Fight 'Long War'

WASHINGTON, Jan. 23, 2006 – As the United States confronts terrorism, military personnel have to make a cultural shift as they fight what officials now call "the Long War," senior DoD officials said. Army Lt. Gen. Raymond Odierno, the assistant to the chairman of the Joint Chiefs of Staff, said in an interview that the generation of servicemembers entering the military today must focus on how the United States will deal with extremist networks that threaten America and its allies.

Odierno said the situation is analogous to the situation confronting servicemembers who fought the Cold War. The Cold War was a generational conflict that started after World War II and only ended with the break-up of the Soviet Union in 1991.

"This generation of servicemembers will be in what we're calling the Long War," the general said. "Our estimate is that for at least the next 20 years, part of our focus will be on how do we deal with the extremist networks that will continue to threaten the United States and its allies."

While conventional forces must remain robust and their capabilities must remain second to none, the military's focus will broaden to include a greater emphasis on special operations. "We have to be able to respond conventionally if necessary, but we must provide more focus on irregular warfare missions," Odierno said.

Even after the defeat of al Qaeda, extremists groups will remain a problem, Odierno said. This will be complicated because terrorist networks are "non-state actors" that may be operating in friendly nations. The mission will not be to confront armies, navies or air forces, but shadowy groups.

The Long War will require different military capabilities and require U.S. leaders to develop a holistic concept of how to defeat these networks. Odierno said this entails being able to coordinate the military aspect of the fight with the efforts of diplomats, financial experts, police officials and others. It also will entail countering propaganda and misinformation extremists release.

Another piece of the Long War for servicemembers is cultural awareness, Odierno said. Young leaders must understand what drives extremists. "We have to try to understand why they do the things they do, because you have to understand your enemy," he said.

Troops will also have to understand countries U.S. forces will operate in. "You have to understand what their cultures are, what's important to them," Odierno said. "We have learned a lot in the last three or four years, but we have a long way to go."

As part of the Long War mindset, the military is moving more toward an expeditionary force. "With ground forces we are moving back to the United States, so we are able to react around the world quickly and rotate forces quickly," he said.

All ground forces are going to have to work more closely with special operations forces and must enhance their capabilities to work in irregular environments. Special operations forces must also develop new capabilities, and the United States must develop more special operations personnel, Odierno said.

While the changes affect ground forces most, the Air Force and Navy are not spared. The Air Force global strike capability will be crucial in shaping the battlefield. The Navy, while maintaining its skills in the open ocean, known as "blue-water capabilities," will move more into littoral, or coastal, warfare.

"Even after we win in Iraq, even after we win in Afghanistan, there will be extremist groups that will threaten us," Odierno said. "Military personnel must be ready for whatever confronts them in this Long War."

Will there be a MAJOR division to counter domestic propoganda and neutralize the enemie's friends within US borders? If not, its gonna be a steep climb.

That's got to be up to us.

There are some good signs, though. Kerry's loss. A Republican Congress. The MSM's diving newspaper subscriberships and fewer viewers of the big 3 networks.

We need to do more. We need to ensure democrats spouting the far left mental disease of anti-Americanism fail hard at the ballot box. We need to kick RINOs out of the Republican party.

Our marching orders:

1. We start here. Just by being FReepers and spreading the conservative word.

2. NEVER, EVER fail to vote, even if it's just for the local dog catcher. National level democrats and RINOs started somewhere, usually as local tyrants and "activists". They should never win a local election because conservatives thought it didn't matter. It does!

3. Challenge the press at every turn when they spew out their lies, half-truths and ommissions of what's really going on. Write letters to the editor. Call into talk shows. Call and email advertisers and complain.

4. Always show support for our troops. When you see someone in uniform, try to take the time to shake his/her hand and sincerely thank them. (This happened to me once in 1979, right after the hostages were taken in Iran and the Soviets had invaded Afghanistan. I was stationed on Cape Cod, Massachusetts, a bastion of left-wing fruit cakes to such a degree that the commander recommended we did NOT wear our uniforms while in town. Anyway, I had to run in real quick to the grocery store and I was in uniform. Some long haired hippie types came up to me. I said, oh boy, here it comes.... Well they thanked me for serving! Other people stopped to listen and smiled at me! They asked if I thought we were going to war and what would happen next. One of the hippies said he was even thinking about signing up. That conversation was one of the most pleasantly shocking moments of my service life and I still remember it like it was yesterday.)

5. Go to church and/or pray. Our future depends on it, because we can't win without Him.

Heck, SandRat:

I knew it was going to be a long, long haul when our troops first went to Afghanistan.

Telling friends in uniform and co-workers to start thinking in a "Viet Nam Timeframe" as opposed to say, "Grenada".

Hopefully all the old traditional “straight leg” officers have retired. Hopefully their proteges are few in number.
Traditional Army officers were slow to accept the Airborne and Special Forces tactics and soldiers – they viewed them as undisciplined and uncouth rabble who broke the traditional rules of war fighting. They were sneaky. The way to win a war was to mass regular troops and charge the enemy.
I noticed this attitude even into the 70’s. By now those with bloused boots have proven their worth – even to those Army officers who wear The Ring.

The day the Prophet was born this war began, and it will not end till the Muslim world has its reformation.

The flood of petrodollars to the muslim world - and others as we see in S. American - is the source of the terror facing the peaceful world.

The flow of new money must stop.

Till then, there will be plenty of support for militant Islam and the crazed mullahs.

The killing will go on for 50 years till the reason for the killing is gone.

Odierno is right.
