I agree, while devastating, Katrina was also liberating. Many of the people who were relocated have bettered their lives and don't want to come back. Which leaved Nagin trying to lure back all those democratic voters and federal money.

Heck that's how they say it in Hershey PA, I got no problem with that.
I have no problem with black business owners from around the country or locally investing heavily in New Orleans redesign and rebuilding. There's nothing wrong with a city having predominant cutural/historical flavor that represents the majority of the population. Nagin mispoke, but the idea of challenging business owners and citizens of his own ethnic group to make a special effort to focus on rebuilding here is a good one.
