Uh, I think there was a day care center in the Federal building for employees to leave their children. I Don't think they were supposed to be hostages in case someone with scruples wanted to blow the place up. Since it wouldn't stop anyone without scruples anyway.

Yes, there was a daycare center in the Alfred R Murrah building for the employees to leave their kids at. It was on the second floor. 12 children were killed in the attack.

Rather cynical if true; but another poster told me it was for kids of the employees, which changes things.
