Governor Schwarzenegger Appoints Peter Siggins to First District Court of Appeal

Governor Arnold Schwarzenegger today announced the appointment of Peter Siggins as a justice in the First District Court of Appeal, Division Three.

Siggins, 50, of Sacramento, served as legal affairs secretary to Governor Schwarzenegger from November 2003 to November 2005. From September to November 2005, he served as the Governor's interim chief of staff. Prior to that, he was chief deputy attorney general for legal affairs responsible for all the legal work of the Department of Justice from 1999 to 2003.

In this position, Siggins oversaw more than 1,100 lawyers that handle all litigation brought in the name of the People of California and all cases involving California state agencies and employees. Previously, he served as senior assistant attorney general for the Correctional Law Section of the Department of Justice.

Before joining the Department of Justice, Siggins practiced civil litigation and maritime law in the San Francisco Bay Area. He has tried cases and argued appeals in state and federal courts throughout California, and authored briefs on behalf of the state in the Supreme Court of the United States.

Siggins earned his law degree from the University of California, Hastings Law School and Bachelor of Arts degree from Loyola Marymount University. Siggins is registered decline-to-state.

The compensation for this position is $170,694 and requires confirmation by the Commission on Judicial Appointments.

He received his confirmation from the 3 person panel and has been sworn in.

Claims himself to be an Independent, but is declared as decline-to-state per press release. Replaces Ms. Corrigan (a former dem who changed affiliation to Republican even tho she prides herself on being a centrist) who was just sworn as replacement Justice on Ca Supreme Court for Janice Rogers Brown.

Prior to that, he was chief deputy attorney general for legal affairs responsible for all the legal work of the Department of Justice from 1999 to 2003.

Worked in AG Lockyer's office for 4 years.

I wonder if he can shed any light on why it is taking so long for the Perata investigation by the DOJ to be completed, much less a status update offered.

Oh, that's right, he moved to being interim chief of staff and then legal affairs secretary for the Gubinor about the time that investigation kicked in..

What was the CAGOP thinking in 2003?

Now they're thinking they just waved goodbye to another chance for a Republican judicial appointment.

There will be more disappointments for the CAGOP before the Austrian Pretender is done with them.

Peter Siggins was appointed by Attorney General Bill Lockyer in January 1999, as the Chief Deputy Attorney General for Legal Affairs in charge of all the legal work of the California Department of Justice.

As Chief Deputy Attorney General, Mr. Siggins oversees more than 900 lawyers that handle all litigation brought in the name of the People of California, and all cases involving California state agencies and employees.

Before his appointment as Chief Deputy, Peter was the Senior Assistant Attorney General in charge of the Correctional Law Section of the Attorney General's Office where he supervised the defense of all civil litigation brought against the California Department of Corrections, the Youth Authority and the Board of Prison Terms.

Peter has been in the Attorney General's Office since 1988, and before joining the office, practiced civil litigation and maritime law in the San Francisco bay area. He's from an old and politically active San Francisco Irish family. I wouldn't read too much in contributions to Alioto or Feinstein as their families are simply part of the old guard any more than I would read Feinstein's attendance at the Convent of the Sacred Heart as reflecting her religious view.

"decline to state" IS independent in California. There is no other way to not be affiliated with a party than to check that box on the voter registration form.

FYI, Arnold's picks aren't much different from Pete Wilson. Wilson probably would not have picked Janice Brown if he had known how conservative she'd turn out to be... Apart from Brown, Wilson picked mushy moderates.

Can we believe Ainsworth? He certainly got his stats from a Union-Tribune researcher or worst yet, provided by a political editor. By their methodology Siggins would be classified as an independent.

The only comfort provided by this paradox is that Siggins will not be voting in any partisan primaries. He may have saved Prop 77 through a shady backdoor into his old offices but he can't vote for either Schwarzenegger or Lockyer in June.
