My question is why wouldn't the boy follow the directions of the bus driver in the first place and stop teasing the girl, sit down in his seat, and keep his unruly yap shut? Why did the bus driver ever have to leave the driver's seat in the first place?

I think the mom on the video got on the bus at her daughter's bus stop. She was not the bus driver.

Because the enemies of all that is good have sold the notion that corporeal punishment is bad.
