I've long given up on the willingness of the general population in Iran to overthrow the mullahs, and if Israel or the U.S. attacks Iran over the nukes we can kiss any future possibility of that goodbye, as the mullahs will be able to successfully rally the populace to their side in the face of this 'external' threat.
I still believe a better solution is to put the lives of the mullahs themselves in mortal danger through a series of targeted assassinations designed to severely destabilize the Iranian government. There's still a chance to get the populace stirred to action if we take out a shared enemy (the mullahs) as opposed to a general bombing campaign.

I don't think it is a lack of willingness. One of the very first things that the first Ayatolla did was have the police and military go door to door and disarm the population.
