It may burn if exposed to flame, but I believe that det cord requires a blasting cap to set it off. I dont think that it will burn with explosive force.

I think these were scum of the earth good-ole-boy crooks given where they were found and the little I've read about it so far.
Sure looks like it.... but this seems like generic criminal activity rather than terrorism to me.
