19 Arrests In National Crackdown On Child Prostitution

WASHINGTON -- Prostitution rings from New York to Hawaii forced more than 30 children as young as 12 to have sex at truck stops, hotels and brothels, Attorney General Alberto Gonzales said Friday, announcing a government crackdown.
Nineteen people have been arrested among 31 who have been indicted for sexual trafficking in children, taking minors across state lines for prostitution and other crimes, Gonzales said.
The indictments, in Michigan, New Jersey and Pennsylvania, target the purported operators of four child prostitution rings. Some of the children had been reported missing or had run away because they had been abused at home, FBI assistant director Chris Swecker said.
"The abhorrent acts alleged in these charges include children being herded around the country as sex slaves, forced to work as prostitutes in brothels and at truck stops, and beaten at the hands of pimps and peddlers," Gonzales said at a Justice Department news conference.
The heightened federal interest in stopping child prostitution is critical since pimps frequently take children from one state to another, making it harder for local police to stop them, said John Rabun, vice president of the National Center for Missing and Exploited Children. "If you're bright as a pimp, and thank God a lot of them aren't, you move them every two to three weeks," Rabun said.
A grand jury in Camden, N.J., indicted eight people Wednesday on charges that they conspired to recruit girls to be prostitutes in Atlantic City, N.J., Las Vegas and New York, according to court documents. The defendants managed a prostitution ring that also extended to Florida, Georgia, Massachusetts, Pennsylvania and the District of Columbia, the indictment said.
Matthew Thompkins and five others arrested Sunday are in custody in New Jersey. Thompkins had a central role in the conspiracy, the indictment said.
In Detroit, a grand jury charged four Ohio residents with forcing two girls, 14 and 15, to have sex at a truck stop in Michigan. The girls had been held as virtual prisoners in Toledo, Ohio, where they were told to address one defendant, Deric Willoughby, as "Daddy," and taken to hotel rooms for prostitution. Their payments were eventually turned over to Willoughby, the indictment said.
Another defendant, Richard Lamar Gordon, is identified in the indictment as a truck driver who took the girls from a Sears parking lot in the Toledo area to the Michigan truck stop and had sex with one of them. He has not been arrested.
A second indictment in Michigan charges Robert Lewis Young and two other men with prostitution, child pornography, money laundering and drug and weapons violations. Young's organization did business in Michigan and Hawaii, prosecutors said.
In Pennsylvania, 16 people have been charged for their roles in taking girls as young as 12 to work as prostitutes at truck stops in the Harrisburg area as well as Washington and Toledo. The defendants also allegedly gave and sold child and adult prostitutes to each other for personal use, prosecutors said.
Domestic child prostitution cases have been a federal law enforcement priority since 2003 with the advent of the Justice Department's Innocence Lost Initiative. When he became attorney general in February, Gonzales said he would focus on reducing all forms of human trafficking.
Several federal laws ban sexual trafficking in children, including one that specifically applies to taking minors across state lines to engage in prostitution.
There have been more than 500 arrests, 70 indictments and 67 convictions in such cases since 2003, Gonzales said.

A federal judge's order issued Wednesday should require the Bush administration at last to hand over a secret rail-security plan for the District of Columbia, according to the D.C. Attorney General's Office.
In a case in which the federal government and rail operator CSX are challenging what is effectively a ban on carrying certain toxic materials over D.C. rails, District Court Judge Emmet Sullivan ordered the federal Transportation and Homeland Security departments to go farther than they have in responding to a discovery request for information from the District and the Sierra Club.
"This is a major victory for the city," said D.C. Council member Kathy Patterson, who sponsored the new city law. "It is critical that federal agencies be called to account for their failures to protect this and other at-risk cities, rather than hiding behind the cloak of secrecy."
In adopting the new law, D.C. officials and lawmakers cited concerns that terrorists could blow up trains carrying chlorine, which has been historically used as a chemical weapon, as a way of carrying out a chemical attack without having to procure the chemical agents.
Sullivan earlier this year criticized the federal government's use of a "secret" plan to protect the rails and its refusal to share the plan with D.C. officials.
The judge succeeded in September in obtaining the plan for his own viewing. City officials have not yet been granted access to the plan, but Sullivan's order yesterday requires the federal government to share it with the District, D.C. Attorney General's Office spokeswoman Traci Hughes said today.
Sullivan instructed the United States to conduct "a good-faith search" of files at the Homeland Security and Transportation departments, including the latter's Surface Transportation Board, for additional documents relevant to a D.C.-Sierra Club request to which he had already instructed the federal government to respond.
Sullivan also instructed the federal government to draw up a "detailed log of all documents and information that it seeks to withhold under any claim of privilege (including classification as sensitive security information)." He set Jan. 31 as the deadline by which the federal government must yield the new documents to the city.
The order follows the city's allegation in a Nov. 18 filing that the federal government "unilaterally" and "in defiance of the plain language of the court's order" had decided to disclose only documents involved in making and enforcing a 2003 Transportation Department rule on hazardous materials-transport security.
Sierra Club legal expert Jim Dougherty said the discovery response should have been much broader.
"What we're looking for is anything that they either produced or relied upon when they were making their decision about rerouting," he said.
Until the lawsuit is resolved, the city and railroad company have reached a voluntary agreement under which CSX is rerouting the materials away from at least one of its two lines through the District.

The Grand Casino's Veranda Hotel was evacuated on Friday morning after three sticks of dynamite were found in a hotel room. Workers were changing furniture when they discovered what looked like dynamite under a bed. Police say there was no cap, fuse, or detonator.
The hotel was evacuated and bomb-sniffing dogs searched the entire facility, but nothing else was found. The Tunica County Sheriff's Department turned the dynamite over to the Memphis Police Department Bomb Squad.

It's no wonder Californians are leaving the state in droves. With these statistics, our immigration efforts in California are shameful and proven extremely insufficient. Betting the statistics are similar in multiple other states with swiftly rising (and mostly uncontested and non-prosecuted) illegal populations.
