Sorry, read the story again. I guess the bird had a tag on it with the word Israel. The tag would be on the birds leg?

I couldn't open that website to get the story.

But a bird with the word Israel attached, would give me two
thoughts, an ID tag for finding out where they went for range patterns.

Or someone just sent a biohazard or other disease, via bird.

Could be a threat, of bird flu.

What kind of bird.
