President George W. Bush said Tuesday that the United States will work for the return of captive Americans in Iraq, but will not submit to terrorist tactics. "We, of course, don't pay ransom for any hostages," Bush said.
Bush spoke on the same day that Al-Jazeera broadcast a video claiming insurgents kidnapped a US security consultant, and the militants displayed a blond, Western-looking man sitting with his hands tied behind his back. The video, the authenticity of which could not be immediately confirmed, also bore the logo of the Islamic Army in Iraq and showed a US passport and an identification card.
"What we will do, of course, is use our intelligence-gathering to see if we can't help locate them," Bush said.
What? You mean Bush acutally VETOED some form of spending??

Give the lead instead of gold.
Hunt the kidnappers down and kill them and you will get no more kidnappings... at least from those particular kidnappers.
It may not even be true, terrorists are getting pretty desperate these days.
But if it is, W has the right policy to deal with it. I feel for the potential captive, very much. And for W, who'll have to live with this. But 'no negotiations with terrorists' means just that, it's the only policy that makes any sense, ask the Israelis.
Leave it to the commie AP to aide terrorists by running this story so prominently. If leftist media had any decency, they'd protect the innocent by not even reporting these kinds of 'stories'.
Actually, the spending is merely being outsourced to those who can inform the White House accurately--friendly, hard-working Iraqi foreigners who will do the jobs that American State Department and CIA staff just won't do....
The old Soviets had an even better tactic:
Hunt down the relatives of kidnappers, or friends, or popular (with the kidnappers) political leaders, etc. Send the terrorists a finger or two, the message is clear.
Very few Soviets were EVER kidnapped. Of course that might have had something to do with the fact that most terrorists were financed by the Soviets back then.
We're not quite there, but close. There was a U.S. hostage in Iraq rescued in September by a Special Forces team. The President doesn't pay hostage takers in any currency besides lead. I would expect the current crew of miscreants to recieve as much for their efforts.
You didn't see any more "peace activists" from Korea showing up in Baghdad with flowers in their hair after that one Korean guy was killed.
You never heard about Soviet airplanes being hijacked either. I remember hearing about a time when they sent a hijacker's brother's head to him in a box. Brutal, but effective.
I feel for the captives, too.
But there is considerable indication that they were willing hostages (aka "human shields") and things have just turned too heavy for them.
The hostages are affillated with a virulently anti-USA organization.
