Former US President to Monitor PA Elections 00:55 Dec 06, '05 / 5 Kislev 5766
(IsraelNN.com) Former US President Jimmy Carter is expected to arrive in the region ahead of the Palestinian Authority (PA) elections in January.
Carter will head the election supervisors who will be responsible for ensuring the election is held in a fair and transparent fashion.
Also expected to join the foreign observer force is former US Secretary of State Madeleine Albright.

From the headline, I assumed Carter was going to monitor elections in Pennsylvania. Which could really use some oversight of banana republic elections in Philadelphia.

Wearing an oiled wool sweater Carter boarded the plane to oversee the elections. On arrival the PA will pull the sweater up over his eyes to shield them from the harsh desert glare.
