There is a segment of Terry Southern's The Magic Christian that has a wealthy instigator opening stores that are "going out of business" so as to induce panic buying.
I don't think it was portrayed as a "scam" (he could afford to take the loss) as much as it was one of a number of stunts he would do to measures people's greed.
I've only seen the film version (staring Peter Sellers) and it ends with people diving into a tank containing human waste/sewage to retreive cash.
I always thought that it was girdles that caused women to go crazy at a sale!!!!!!

I survived Black Friday today. We were even joking around at 5am in line to get into Kohl's (digital cameras for $80!) about how calm and orderly we were all being, LOL!
But then, there weren't any pregnant women or old Grannies to push around. We probably would've gone for the easy prey had they been there. *Rolleyes*
