I have personally observed people coaching Spanish speaking people in the official test area of the Poway office of the California DMV. It was so blatant that the "coach" was pointing to the right answers. The counter staff was all hispanic and simply ignored the illegal behavior. It makes me wonder how many illiterate Spanish speakers are cruising the roads of California with licenses obtained by fraudulent behavior such at that I observed.
I've pretty much seen the same thing also. It's been a long time, but I believe I also saw someone taking the test with an open book years ago.
