This is the same Ralph Cappy who billed taxpayers $36,894 in expenses over the past year.

This is within $2000 of the average Pennsylvanian income (Lancaster cow milkers not withstanding ;-)

The northeastern portion of this country continues its slide into irrelevancy. It is amazing how openly corrupt these guys (and gals) can be, though.
