It may be lip service...but the opposition right parties are the ones who gain from this statement. They will believe in this statement and push it quiet hard. There is little that the government can really do to kick these guys out...you have to have witnesses, and I doubt that the cops can come up with many.

"What is Marshall law?"

It's a set of repressive, harsh actions that a government can legally take, temporarily, to protect its citizens, and put down insurrection/rebellion. It requires the government make a "declaration of Marshal Law" for handling dire emergencies, and it involves a suspension of common civil liberties. At least, I think that is generally the American version. I suspect every democratic government has a version of this, including France. Now, whether Chirac is willing to do that ...

Martial Law, perhaps?

As in law manu-militarias.

Not altogether different from "Marital Law" in too many respects.

"How many of these poor misunderstood mooslum children will be convicted in a french court??"

Probably all of them arrested during the riots will be convicted. There isn't much to argue about in these cases.
Expedited procedures, sharp questions from the judges (as in: "Did you do it?" "The police report says you were arrested doing it.") Followed by conviction and, for the foreigners, deportation.

this will constitute a thinning of ranks

Yes, and what a surprise for them. They thought they could act lawlessly, maybe get arrested, and that nothing would happen to them. Instead, they have a trial, get convicted, and suddenly the French Interior Minister orders them deported. A stroke of brilliance! As they continued their burnings, night after night, they had no idea such a fate awaited them.

Martial law is something like what you describe.

But what is Marshall law? Or Marshal law? A law made by George Marshall?
