Well 49% of Detroit voters cast ballots against the current corruption, so its quite likely that many of those who leave will come from that crowd.

BY the way, the Reelected Mayor is in for a rough road, they are so broke receivership is an option with the state taking over.
The bad news is Gov. J. Grandholm would appoint a crony liberal lackee and status quo nothing would continue to be done.
I live in Detroit. While I voted for Hendrix, I'm not that upset at Kwame's win. His personal issues aside, Detroit looks better than it ever has in my lifetime. Belle Isle has been immaculate for the past three years and I've never seen so much construction downtown. In the middle of an awful local economy, we have two office towers and two hotel projects going on. (Not including the casinos.) Almost every abandoned building downtown has been rehabbed, being rehabbed or will be in the next two years. The city issued over 1000 new house permits this year. They'll issue 1000 more next year and the year after that. A lot of that was the fruit of Archer's labor, of course. But Kwame willed the Riverfront Conservancy to action and raised almost $100 million in private donations to reclaim the riverfront.
I don't want to sound pro-Kwame because the man really is a creep. But by and large he got things done amid a terrible local economy and a half-wit city counsel.
