State of Emergency Begins in France

PARIS — Rioters defied a state of emergency that took effect Wednesday, as they looted and burned two superstores, set fire to a newspaper office and paralyzed France's second-largest city's subway system with a firebomb.

However, the number of car burnings — a barometer for the unrest — dropped sharply, suggesting the movement lost steam. Overnight Tuesday to Wednesday, youths torched 617 vehicles, down from 1,173 the previous night, national police spokesman Patrick Hamon said. Incidents were reported in 116 towns, down from 226 the night before.

President Jacques Chirac announced extraordinary security measures, which began Wednesday and are valid for a 12-day state of emergency, clearing the way for curfews after nearly two weeks of rioting that began in neglected and impoverished suburban neighborhoods with large Muslim communities.

The French capital and its suburbs, as well as more than 30 other cities, were covered by the state-of-emergency decree, according to a government bulletin published Wednesday. It empowers officials to put troublemakers under house arrest, ban or limit the movement of people and vehicles, confiscate weapons and close public spaces where gangs gather.

Towns included on the list stretched from Nice on the Mediterranean to Strasbourg on the German border and Le Havre on the English Channel, giving an indication of how widespread the unrest has become.

Sad, but true....let history speak for itself. Countless times France has backed down to its enemies. And then they had the gall to tell us what to do after 9/11 and even tried to tell us how to run the Iraq war.

Ok, one out of three isn't so bad. They probably should have hit the AP and Reuters offices while they were burning newspaper stands.

Somewhere, buried in all the threads a few days ago, there was a post about Internet chatter. Implying something "big" is/was to go down on 11/11. (How's that for vague and unsubstantiated?)

If the alleged chatter has any substance at all, hopefully it was the plot thwarted in Australia a few days ago.

You hit the nail on the head! You just have to wonder what it is going to take to jolt the frogs into reality -- burning all of the paintings in the Louvre? Burning down Notre Dame? Blowing up the Eiffel Tower? Unbelievable!

No, it was a provinicial paper, Nice-Matin. According to the article, the offices are in Grasse, a lovely city which is also the center of the French perfume industry.

I understand your anger against Frenches because of Iraq War but just try to be honest in your opinions. I don't like Frenches too because of their arrogance but I can see that France had full weight of First World War on her back and Frenches fought well. So opinions they were always worthless as soldiers is just not fair.
I'm not looking for excuses for them, just trying to be honest.
And don't forget names La Fayette and de Grasse please.
