Unlike the current system that a no vote for 77 endorses, at least 77 requires voter approval of the redistricting plan.

I think you hit the nail on the head, here. I wasn't really happy with the "retired judges redistricting" in 77. Also wasn't too sure about 76, because of the borrowing, but voted for both because of Arnold. If we want him to clean this place up, we have to give him the tools. But not too surprised if 76-77 go down. At least it's a place to start next time.
