Unlike the current system that a no vote for 77 endorses, at least 77 requires voter approval of the redistricting plan.

That means the Democrats keep their stranglehold on the State Legislature. Arnold's taken quite a beating but the lesson he draw from tonight is he's politically alive to fight another day. And like his namesake, he'll be back.
