PARIS (Reuters) - Gangs of youths torched 1,300 vehicles overnight in the 10th consecutive night of violence in Paris's poor suburbs and major French towns, despite the deployment of thousands of extra police.
Cars were burnt out in the historic centre of Paris for the first time on Saturday night. In the normally quiet Normandy town of Evreux, a shopping mall, 50 vehicles, a post office and two schools went up in flames.
Authorities have so far found no way beyond appeals and more police to address a problem with complex social, economic and racial causes.
Evreux mayor Jean-Louis Debre, a confidant of President Jacques Chirac and speaker of the lower house of parliament, told France Info radio:
"To those responsible for the violence, I want to say: Be serious ... If you want to live in a fairer, more fraternal society, this is not how to go about it."
The deaths 10 days ago of two youths apparently fleeing police ignited pent up frustrations among young men, many of them Muslims of North and black African origin, at racism, unemployment, their marginal place in French society and their treatment by the police.
"Many youths have never seen their parents work and couldn't hold down a job if they got one," said Claude Chevallier, manager of a burned-out carpet depot in the rundown Paris suburb of Aulnay-sous-Bois.
But authorities now say the rolling nightly riots are being organised via the Internet and mobile phones, and have pointed the finger at drug traffickers and Islamist militants.
Overnight, 1,295 vehicles were torched across France, the highest total so far, police said. An extra 2,300 officers have been drafted in.
Seven police helicopters buzzed over the Paris region through the night, filming disturbances and directing mobile squads to incidents. Overnight, police made 349 arrests.
The number of incidents in the Paris region was similar to the night before, but in the provinces it was up sharply.
TARNISHED IMAGE
The violence has tarnished France's image abroad, forcing Prime Minister Dominique de Villepin to cancel a trip to Canada, while Russia and the United States have warned their citizens to avoid Paris's troubled suburbs.
Villepin has combined a call for an end to the riots with dialogue with community leaders, youngsters and local officials, and has promised an action plan for 750 tough neighbourhoods.
"I'll make proposals as early as this week," the weekly Journal du Dimanche quoted him as saying.
But it remained unclear what could stop the violence, though some opposition parties have suggested a symbolic measure -- the resignation of Interior Minister Nicolas Sarkozy.
Accused of stoking passions by calling troublemakers "scum", Sarkozy has ignored calls to quit. A survey published on Sunday indicated his public image was holding up, even if many disapproved of his strong language.
Villepin also has ambitions to be the right wing's presidential candidate in 2007 and has tried to position himself as a much more consensual figure than Sarkozy; the effect on the crisis on his ratings is still unclear.
With no end in sight to the nights of wailing sirens, acrid smoke, stone-throwing and destruction, residents from all ethnic backgrounds are tiring of the unrest.
"My kids can't sleep at night," said a mother named Samia in Aulnay-sous-Bois. "They hear explosions, they see fires and they think they're in a war. When the slightest thing happens, they get anxious and say 'Mama, what's going on?'"

Still, compared to what Chirac is doing, I guess you can say that what they are proposing is a lot better then the situation now. Especially if France's survival is at stake.

Most of the cars were Yugo's so the damage estimate hasn't quite reached $1000.00 total but its growing. lol

Does the Chirac Doctrine Work?
Chirac may have several reasons for extending French embrace beyond mere sympathy with the Arab world to uncritical support of rogues regardless of their rejectionism or support for terror. Part of his embrace of Saddam Hussein, Yasir Arafat, Bashar al-Assad, and Hassan Nasrallah may be due to a desire to undercut U.S. objectives in the Middle East and thereby bolster French prestige at U.S. expense. His personal antipathy toward Israel and desire to please his Muslim constituency may also contribute. When terrorists killed French Jews in Israel, French officials often failed to express condolences. French diplomacy continues to show total disdain for the Jewish state. The French ambassador to the United Kingdom, for example, called Israel "that little shitty country" at a dinner party hosted by Daily Telegraph columnist Barbara Amiel.[79] The new French ambassador to Israel labeled Sharon a "rogue."[80]
From Chirac's perspective, though, his policies have bolstered French prestige. A close friend of Chirac explained, "For 1.2 billion [Muslim] people, France exists."[81] The importance of Paris may have declined within Europe, in the trans-Atlantic relationship, and even among many of her former colonies, but within the Islamic world, France retains some of her former stature. Yet, preservation of such prestige may come at a high cost. In December 2003, a blue-ribbon panel reported that increasing Islamism within the French Muslim community threatened French secularism.[82] The 1905 law on the separation of church and state constitutes a pillar of the French republic. Chirac supported a March 2004 law banning head coverings, including scarves and hijab from public schools. In doing so, he incurred the wrath of Islamist radicals in France and abroad.[83] Iranian foreign ministry spokesman Hamid Reza Assefi warned that Chirac's "extremist decision is against the citizens' rights and will tarnish France's image in the Islamic world."[84] On January 2, 2004, Iranians chanting "Death to France" interrupted a sermon critical of the French decision by Ayatollah Ahmad Jannati, a close associate of Iranian supreme leader ‘Ali Khamene‘i.[85] Sheikh Mohammed Qabbani, mufti of the Lebanese republic, accused the French government of showing "a hatred of Islam."[86]
It remains unclear whether Chirac's pro-Arab policy has translated into real influence among the most radical segments of Arab society. When the Iraqi Islamic army insurgent group seized two French journalists just outside of Baghdad in August 2004, French foreign minister Barnier appeared on Al-Jazeera to reiterate Chirac's pro-Arab policy and to thank the Arabic satellite channel for support.[87] The kidnappers demanded that the French government lift its ban on headscarves. Protestors marched in support of their demands in Lebanon and Bahrain. Several months later, the group released the journalists unharmed after 124 days. Their captors declared that their "liberation occurred because of the numerous calls of Muslim organizations along with the appreciation of the French government's position on Iraq and that of the two journalists regarding the Palestinian cause."[88]
