The South Dakota Democrat, defeated for re-election last November, made the comment in a foreign policy speech set for delivery in Chicago on Wednesday, three days before a planned visit to politically pivotal Iowa.
Daschle has raised his public profile in recent weeks and has not ruled out a presidential run in 2008.
In an advance text of the speech, obtained by The Associated Press, Daschle said terrorism and AIDS had become greater threats under the Bush administration. He accused President Bush of giving rise to "a world opinion that now holds America in lower esteem than ever before."
"Looking at all of these things together, you would have to conclude American foreign policy today is broken," Daschle said.
Daschle proposed a "strategic redeployment" in Iraq that would draw down the first 80,000 of the 150,000 U.S. troops by the end of 2006. That should free up an additional 20,000 troops who could be sent to Afghanistan, he said.

Yeah, well frankiep calls for U.S. Troops to stay in Iraq until the job is done. And I would also like to make the following announcement: I also am not ruling out a 2008 presidential run!
I expect this important announcement to be published in newspapers across the country. I know that I'm not a senator, or an elected official or anything like that, but neither is this puss bag so I should get the same under the desk treatment from the MSM as well.
Hey Daschle, you still lost.
Hummmmmmmmmmmmm
I think I recall that name.
Wasn't he in BASEketball?
Yeah, that's him.....
But what was that name they called him?
Oh yeah.
He was the LITTLE B****!!
So little Tommie climbed back upon his soapbox and just like when Algore rants no one cares.
"Daschle Calls for U.S. Troops to Withdraw From Iraq"
I was going to say the same thing and I will.
"Who?"
Tommy's back! I've missed him.
Seriously.
Very few Democrats provided as much entertainment on a daily basis as Daschle managed. The Rush/Daschle exchange for weeks during one period was unforgettable. The period when Tommy realized talk radio did make a difference in elections and blamed them for, he claimed, death threats on his life.
Reid just doesn't pack the same fun.
No, He doesn't....He does have beady little eyes, though...like a Rat, that he has become.
"a world opinion that now holds America in lower esteem than ever before."
Daschle????
Who the hell is he?
And next week he will call for an increase of troops to the sandbox like he did just a month ago.
That's what I love about the Democrats, they are so darn decisive !!!
Daschle is deeply saddened, Reid is disappointed.
Too bad you can't make him sitting in the corner of the room being punished for being a commie.
Tom, you make me sad.
Tom who??
Didn't we used to have a Senator with that name?
OK, so a longtime FORMER Senator who lost his own re-election, in a state that usually votes for the opposite party in Presidential elections...thinks he has a chance?
If he runs, I GUARAN-FREAKIN-TEE he loses South Dakota...and all of the Midwest and South...and pretty much every other state except maybe VT and CA.
