The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

European Union lowercases 'Christ'

A new grammar rule devised by the European Union in Brussels stipulates the word "Christ" shall be spelled with a lowercase "c."

The rule was part of an orthography reform published in October, reported Canada Free Press.

The paper cites a German newssite, Kath.net, in reporting that the new guidelines also indicate the Dutch word for "Jews" (Joden) is to be spelled with a capital "J" when referring to nationality and with a lower-case "j" when referring to the religion.

The EU changes become mandatory next August. There are no penalties set out for those who insist on continuing to spell Christ with a capital "C."

Canada Free Press noted the title of Javier Solana, secretary general of the EU, was still to be spelled with capital letters.

Many Europeans have long discarded belief in God and in fact believe more deeply in ghosts than in a deity.

A new poll finds two-thirds of Britons said they believe in the existence of ghosts and spirits, but only 55 percent said they believe in the existence of God.

Meanwhile, 26 percent believe in UFOs, 19 percent in reincarnation and 4 percent in the Loch Ness Monster, Ananova reported.

Japanese Try to Contact Abductees in North Korea by Radio

A citizens' group in Tokyo is taking to the airwaves, trying to contact hundreds of Japanese who may still be alive in North Korea, years
after being kidnapped by the communist state. The group has begun beaming a daily half-hour shortwave radio program to North
Korea, using a transmitter in a third country. The message to any Japanese in North Korea who may hear it is that they have not been
forgotten.

The unprecedented broadcast begins with an announcer telling Japanese in North Korea to hang in there, because "it will not be long until
we definitely rescue you."

Soothing piano music plays in the background as the announcer reads the names of possible Japanese abduction victims, the dates when
they disappeared and their ages.

An organizer of the grassroots project, Takushoku University professor Kazuhiro
Araki, says the group believes North Korea kidnapped at least 265 Japanese,
beginning in the 1950s.

Professor Araki says shortwave radio is a good way to reach the abductees, or anyone who
knows the missing Japanese. He explains that former U.S. Army soldier Charles Jenkins, who
emerged after spending decades in North Korea, has revealed that some North Koreans and
foreign abductees secretly tune in VOA and other international broadcasts.

In North Korea it is illegal to listen to foreign broadcast stations.

Japan's government currently acknowledges 10 abduction cases involving 15 Japanese. North
Korea previously admitted kidnapping 13 Japanese to train its spies in Japanese language and
culture. Pyongyang allowed five of them to return home in 2002 and has said the other eight
Japanese died in North Korea.

Professor Araki is a representative of the group known as COMJAN, or the Investigation Commission on Missing Japanese Probably
Related to North Korea. He says anyone who hears the transmission is being urged to get a message out that he or she is still alive.

Professor Araki says the broadcasts will include information and instructions for Japanese in the event of upheaval in North Korea.

The program, in Japanese, is called "Shiokaze," or "Sea Breeze." It will air nightly (at 1430 UTC on 5.890 megahertz) for the next year.

Because Pyongyang could try to jam the signal, COMJAN hopes to raise money for added frequencies and more broadcasting time. The
group is spending $30,000 for a one-year contract with a British company (VT Communications) that acts a broker for shortwave
transmitters in many countries, including Russia.

COMJAN has not identified the location of its transmitter beyond saying it is in a country close to North Korea.

PARIS, France (AP) -- Unrest spread across troubled suburbs around
Paris in a sixth night of violence as police clashed with angry youths and
scores of vehicles were torched in at least nine towns, local officials
said.

Police in riot gear fired rubber bullets late Tuesday at advancing
gangs of youths in Aulnay-sous-Bois -- one of the worst-hit suburbs --
where 15 cars were burned,

Youths lobbed Molotov cocktails at an annex to the town hall and threw
stones at the firehouse.

Four people were arrested for throwing stones at police in nearby Bondy
where 14 cars were burned, the prefecture said. A fire engulfed a
carpet store, but it was not immediately clear whether the blaze was linked
to the suburban unrest.

Officials gave an initial count of 69 vehicles torched in nine suburbs
across the Seine-Saint-Denis region that arcs Paris on the north and
northeast.

The area, home mainly to families of immigrant origin, often from
Muslim North Africa, is marked by soaring unemployment and delinquency.
Anger and despair thrive in the tall cinder-block towers and long "bars"
that typically make up housing projects in France.

No trouble was immediately reported in Clichy-sous-Bois, where rioting
began Thursday following the accidental deaths of two teenagers hiding
to escape police in a power substation.

They were electrocuted while trying to hide from the police. A third
was injured. Officials have said police were not pursuing the boys, aged
15 and 17.

Prime Minister Dominique de Villepin met Tuesday with the parents of
the three families, promising a full investigation of the deaths and
insisting on "the need to restore calm," the prime minister's office said.

Interior Minister Nicolas Sarkozy -- blamed by many for fanning the
violence with tough talk and harsh tactics -- met Tuesday night in Paris
with youths and officials from Clichy-sous-Bois in a bid to cap days of
rioting. But the unrest spread even as they met. Sarkozy recently
referred to the troublemakers as "scum" and "riffraff."

An Associated Press Television news team witnessed confrontations
between about 20 police and 40 youths in Aulnay-sous-Bois with police firing
tear gas and rubber bullets.

Officials said that "small, very mobile gangs" were harassing police
and setting fires to garbage cans and vehicles throughout the region.

France-Info radio said some 150 blazes were reported in garbage bins,
cars and buildings across Seine-Saint-Denis. The unrest highlighted the
division between France's big cities and their poor satellites.

Tension had mounted throughout Tuesday after young men torched cars,
garbage bins and even a primary school 24 hours earlier. Scores of cars
were reported burned Monday night in Clichy-sous-Bois and 13 people were
jailed.

Youths set two rooms of a primary school in Sevran on fire Monday along
with several cars, Mayor Stephane Gatignon said in a statement.

Al-Jazeera and Al Qaeda

Al-Jazeera has responded by reiterating its support for Allouni and "his
professional integrity and courage as a journalist," according to the
Islamic Republic News Agency.


The Washington Post on September 11, in a page 16 story, noted that
a Spanish court had sentenced 18 people to prison on charges of
cooperating with Al Qaeda and facilitating the 9/11 terrorist attacks on
America. The story also noted that "Tayssir Alouni, a journalist with
the Arabic-language television network al-Jazeera, was sentenced to
seven years in prison. Prosecutors used an interview that Alouni
conducted in 2001 with Osama bin Laden as evidence that he had a
link to al Qaeda."

The evidence of his cooperation with Al Qaeda was that he had
interviewed bin Laden? In fact, he was accused and found guilty of
carrying money for Al Qaeda, and was a member of that
Spanish-based Al Qaeda cell. Reports indicate that he took over
$4,000 to terrorists in Afghanistan on two occasions. Some of the
money went to Mohammed Bahaiah, one of Osama bin Laden's closest
aides, who is still at large.

The BBC noted that "Until his arrest in 2003, he was among
al-Jazeera's most prominent and popular correspondents, fronting the
network's coverage of the conflicts in Afghanistan and Iraq." Alouni is
a Syrian with Spanish citizenship.

Newsweek reported that internal Spanish police documents showed
that Alouni had been under scrutiny since at least early 2000, when
phone wiretaps revealed he was in "frequent and continuous" contact
with Imad Eddin Barakat Yarkas, the suspected leader of Al Qaeda's
Spanish cell. He was sentenced to 27 years in prison. The magazine
said, "Before moving from Granada to Afghanistan in January 2000 to
open up the Al-Jazeera bureau, Alouni called Yarkas to let him know
he was leaving." The report said that "It sounded like he was
informing this fact to a superior in a hierarchy."

However, Al-Jazeera has responded by reiterating its support for
Allouni and "his professional integrity and courage as a journalist,"
according to the Islamic Republic News Agency.

Washington Post media reporter, Howard Kurtz, playing catch-up with
USA Today over its breaking of the story about ex-Marine Josh
Rushing joining Al-Jazeera, has done a story highlighting the fact that
BBC interviewer David Frost is signing on to the Arab propaganda
outlet. Frost has disgraced himself with this shameful decision.

In an understatement, Kurtz noted, "Al Jazeera's reputation wasn't
helped when a Spanish court last month sentenced former
correspondent Taysir Alouni to seven years in prison on charges of
collaborating with al-Qaida."

That's bad enough. But USA Today, Kurtz and many others have
ignored the controversy over Al-Jazeera's first managing director, who
was let go when it was exposed that he was closely tied to the
Saddam Hussein regime and was in fact taking "directives" from

British Airways keeps up Tehran service despite blast (Update)

LONDON (AFP) - British Airways said its operations in Tehran were continuing as normal despite a small explosion in the building that houses its offices in the Iranian capital.

A BA spokesman in London said no-one was hurt when the "percussive device" -- intended to make more noise than damage -- went off in the building housing the offices of its regional partner British Mediterranean Airways.

"Staff are continuing to work as normal and there has been no impact on BMed services to the city," the spokesman told AFP, adding that security services have been called in.

The Sayeh building also housed the Tehran offices of British Petroleum, as well as a number of other international companies.

A Foreign Office spokesman in London said it had no information that anyone had been killed or injured.

"We are in contact with the affected companies and our embassy staff are at the scene," he added.

WASHINGTON -- Despite tense relations with Venezuela, President Bush says it might be OK for the South American nation to have a nuclear reactor for peaceful energy uses.

Bush acknowledged he had not heard about Venezuela's request for a reactor when asked about it Tuesday in an interview with Latin American reporters in advance of his five-day trip to the region. But he didn't reject the idea, even though he has had numerous disputes with Venezuelan President Hugo Chavez.

As Chavez, Bush and leaders from 32 other nations in the Western Hemisphere prepare to gather Friday at the Summit of the Americans in Argentina, the Venezuelan leader is trying to boost his profile by putting his disputes with the United States at center stage.

On Tuesday, Chavez said he would bring to the summit a message that the United States' "capitalist, imperialist model" was responsible for exploiting developing economies and ruining the global environment. He also warned he might share Venezuela's U.S.-made F-16 fighters with Cuba and China, accusing the United States of making it difficult for his country to obtain spare parts for the planes, which Venezuela originally purchased in 1983.

Chavez has said his government was preparing for a possible U.S. invasion aimed at taking over Venezuela's oil fields, an allegation that U.S. officials have denied. He also has denounced the U.S.-led war in Iraq and said world leaders should consider moving the United Nations headquarters out of the United States.

Chavez recently said he is interested in working with Iran to explore peaceful uses of nuclear energy. Chavez has insisted Iran has the right to develop nuclear energy despite opposition from the U.S. government, which fears Tehran may be developing a nuclear weapons program.

This Public Announcement is being issued to alert Americans to ongoing security concerns and the potential for terrorist actions in Central Asia. U.S. citizens are reminded to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This supersedes the Public Announcement of April 29, 2005 and expires on April 27, 2006.

The U.S. Government continues to receive information that terrorist groups in Central Asia may be planning attacks in the region, possibly against U.S. Government facilities, Americans, or American interests. Elements and supporters of extremist groups present in Central Asia, including the Islamic Jihad Group, Al-Qaida, the Islamic Movement of Uzbekistan (IMU), and the Eastern Turkistan Islamic Movement, have expressed anti-U.S. sentiments in the past and have the capability to conduct terrorist operations in multiple countries. Previous terrorist attacks conducted in Central Asia have involved the use of improvised explosive devices and suicide bombers and have targeted public areas, such as markets, local government facilities, and the U.S. and Israeli Embassies in Uzbekistan. In addition, hostage-takings and skirmishes have occurred near the Uzbek-Tajik-Kyrgyz border areas.

U.S. Embassy personnel in Central Asia continue to observe heightened security precautions at work, as well as in public places, such as markets and bazaars. Terrorists do not distinguish between official and civilian targets. As security is increased at official U.S. facilities, terrorists and their sympathizers seek softer targets. These targets may include facilities where Americans and other foreigners congregate and visit, such as residential areas, clubs, restaurants, places of worship, hotels, schools, outdoor recreation events, resorts, beaches, maritime facilities, and planes.

U.S. citizens in Central Asia are urged to register and update their contact information at the nearest U.S. Embassy or through the Department of State’s travel registration website at https://travelregistration.state.gov.

YEMEN

This Travel Warning is being issued to provide U.S. citizens updated security information for Yemen. This notice supersedes the Travel Warning for Yemen issued May 6, 2005.

The Department of State strongly urges U.S. citizens to consider carefully the risks of traveling to Yemen. The security threat level remains high due to terrorist activities in Yemen, and Americans are urged to exercise caution and take prudent measures to maintain their security.

The Department continues to be concerned about possible attacks by extremist individuals or groups against U.S. citizens, facilities, businesses and perceived interests. From time to time the Embassy may temporarily close or suspend public services for security reasons. Emergency assistance to U.S. citizens during non-business hours (or when public access is restricted) is available through Embassy duty personnel.

U.S. citizens in Yemen should exercise caution and take prudent measures to maintain their security. Maintain a high level of vigilance, avoid crowds and demonstrations, keep a low profile, vary times and routes for all travel, and ensure travel documents are current. U.S. citizens who remain in or travel to Yemen despite this Travel Warning should register at the Consular Section of the U.S. Embassy in Sanaa and enroll in the warden system (emergency alert network) in order to obtain updated information on travel and security in Yemen. This can be done online at https://travelregistration.state.gov/ibrs.

The U.S. Embassy in Sanaa advises American citizens in Yemen to exercise particular caution at locations frequented by foreigners country-wide and at restaurants and hotels frequented by expatriates. Americans who believe they are being followed or threatened while driving in urban centers should proceed as quickly as possible to the nearest police station or major intersection and request assistance from the officers in the blue-and-white police cars stationed there. Occasionally, U.S. Government personnel in Yemen may be prohibited from traveling to sections of Sanaa or other parts of Yemen. The Yemeni government also restricts travel to specified areas by U.S. citizens and other Westerners from time to time. Travelers should be in contact with the Embassy for up-to-date information on such restrictions.

Kyrgyz Republic

This Public Announcement updates information concerning ongoing security concerns and the potential for terrorist actions in the Kyrgyz Republic. U.S. citizens are advised to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. This supersedes the Public Announcement of August 31, 2005 and expires on April 27, 2006.

According to Kyrgyz law enforcement officials, violent crime and crime focused on foreigners has increased since the change in government in March 2005. The recent fighting in Osh between two groups with ties to political and criminal entities and the assassination of a parliamentarian in Bishkek are two recent troubling examples. In June 2005, two British citizens were assaulted in two separate incidents, resulting in the death of one of those citizens.

The potential for terrorist activity remains a concern in Central Asia, as supporters of terrorist groups such as the Islamic Movement of Uzbekistan (IMU), Al-Qaida, the Islamic Jihad Union, and the Eastern Turkistan Islamic Movement are active in the region. The U.S. Government continues to receive information that indicates that terrorist groups may be planning future attacks, possibly against U.S. interests in the Kyrgyz Republic or elsewhere. Terrorists in Uzbekistan have employed a variety of tactics, including the use of suicide bombers. As a result, the U.S. Embassy in Bishkek continues to maintain a heightened security posture.

U.S. Embassy personnel continue to observe heightened security precautions at work and in places where Westerners congregate, as well as public places, such as markets and bazaars. Travel by U.S. Government personnel to areas of the Kyrgyz Republic south and west of Osh continues to be restricted due to the history of IMU activity in the area and the presence of land mines in the Batken Oblast region and along the Kyrgyz-Uzbek border. The U.S. Embassy strongly recommends against travel to these areas.

U.S. citizens are advised to maintain a high level of vigilance and to take appropriate steps to increase their security awareness, and are urged to register and update their contact information at the U.S. Embassy in Bishkek.
